Prior, a special platform (jamoatchilik.uz) has been launched, in partnership with the Nationwide movement “Yuksalish” and the Senate of the Oliy Majlis, with the aim of online monitoring of the implementation of the State Program “Year of Supporting Youth and Protecting the Health of the Population”. Within the framework of the state program, in February of this year, it is planned to implement 7 paragraphs.

During the process of monitoring, it was observed that the implementation of 8 paragraphs of the State Program has been accomplished. Of these, 5 items were completed ahead of schedule.

However, the deadlines for implementation of some paragraphs to be fulfilled in February were not met.

Particularly, paragraph 73 of the draft resolution of the President of the Republic of Uzbekistan “On the establishment of the Scientific and Practical Innovation Centre for Hydrogen Energy Technologies” has not been submitted for timely admission.

As per the paragraph 151, the draft resolution of the President of the Republic of Uzbekistan "On measures to further support entrepreneurial initiatives, start-ups and ideas of youth" was developed, but the draft was not submitted for timely admission.

As mentioned in paragraph 184, measures to gradually introduce the system of medical services to the population under the package guaranteed by the state with free medical services and medicines have not been implemented. In this, it is planned to develop and approve a list of medical services and medicines included in the guaranteed package, to establish a pilot package of medical services in the region of Syrdarya.

As per the paragraph 218, the framework on accounting, storage and protection of the cultural heritage sites has not been implemented.

To date, the responsible ministries for the implementation of the above four paragraphs has not provided any explanation to the public regarding the delayed deadline or additional schedule of the process.

It should be noted that during the process of monitoring the implementation of state programs, a number of deficiencies in the execution discipline have been identified over the previous years as well. The lack of executive discipline among the state agencies has been criticized. On February 10, President Shavkat Mirziyoyev chaired a videoconference on effective organization of the implementation of the State Program, in which, it was emphasized that the responsible actors -  Deputy Prime Minister, heads of ministries and departments, khokims and heads of sectors – will have a personal responsibilities for achieving the given duties.

It will be recalled that on January 18, 2021, the draft State Program “Year of Supporting Youth and Protecting the Health of the Population” was announced for public discussion. On February 3, the Presidential Decree approving the State Program was signed.

The state program for 2021 contains 273 paragraphs. About 30 trillion UZS, more than 2.6 billion USD, and 57 million euros will be allocated for its implementation.
